Example: The Cash off the Battlefield (COTB) initiative was designed by the Warfighter Requirements Directorate of the Business Transformation Agency to bring electronic procure-to-payment processing for most contracting actions ongoing in Iraq. TAA provided support in the areas of electronic acquisition and electronic business processes and the inter-related tools. Electronic tools were deployed to Contracting Officers, Contracting Officer’s Representatives, and Vendor Communities. These tools included: Standard Procurement System, Procurement Desktop 2, Wide Area Work Flow, and the Central Contract Registrar.
This program was both acquisition sensitive and invoice-payment time sensitive. TAA monitored the frequency and criticality of all help desk calls, examining the current effort and staffing to identify gaps. We regularly reported findings, putting forth recommendations for resolution and working to positive closure. TAA’s involvement contributed to the electronic processing of over $1B in contract invoices. Our team assisted in the conversion of over 189 contracts and delivery orders to the use of WAWF, and provided training to over 850 users.
